TITLE 17 INNOVATIVE TECHNOLOGY LOAN GUARANTEE LOAN PROGRAM"Subject to the Federal Credit Reform Act of 1990, as amended, during fiscal year 2008 commitments to guarantee loans under title XVII of the Energy Policy Act of 2005 shall not exceed a total principal amount, any part of which is to be guaranteed, of $7,000,000,000: Provided, That of that amount, $2,000,000,000 shall be available for carbon sequestration optimized coal power plants, $4,000,000,000 shall be available for projects that promote biofuels and clean transportation fuels, and $1,000,000,000 shall be available for electric transmission facilities or renewable power generation systems: Provided further, That pursuant to section 1702(b)(2) of the Act, no appropriations are available to pay the subsidy cost of such guarantees: Provided further, That the source of payments received from borrowers for the subsidy cost shall not be a loan or other debt obligation that is made or guaranteed by the Federal Government."
